Greetings and Felicitations!
His Imperial Majesty Pallatian, adopted
son of the lamented Emperor Juvian, natural son of Quercus of Hesperos,
requests your obedience to the Imperial crown in several matters. These matters
are listed as follows:
First, that the Emperor reasserts his
rights to the territorial area of East Visneoria, including all those regions
illegally annexed by the Tlaxacans, but specifically including the cities of
Ortia, Melloreis, Portalis and Monurbis. These rights have never been abrogated
and have full moral and legal force and will be reasserted by whatever
reasonable means that the Emperor decrees.
Second, that the Proconsul of Ortia
should return, with the bearer of this letter, a nominated representative to
report to His Imperial Majesty with such papers and personal testaments that
will satisfy His Majesty of the chronicle of events that have occurred in East
Visneoria, specifically in the cities of Ortia, Melloreis, Portalis and
Monurbis. Such a report will form part of the continuous history of the united
entity known as the Visneorian Empire.
Third, that the Emperor is minded to
lead an expedition to re-establish full political control of the areas of East
Visneoria that have become estranged through war, neglect and uncertainty. Most
importantly, in the Emperor’s mind, is the question of the city of Ortia, which
is salient due to its loyal citizens, its strategic position and the presence
therein of the Lady of Ortia, who is an object of veneration to many within the
Empire.
Fourth, that it is the permanent long-term
goal of the Emperor to assume again the rule of all of the Tlaxacan-annexed
lands, but that this letter deals only with those provinces that are still
occupied by elven citizens or might reasonably be won back from the Tlaxacans
in the medium term.
Fifth, that the laws of Visneoria, as
redrafted by the Emperor Pallatian shall be established throughout all of the
provinces of Visneoria, including those administered by the Proconsuls of
Ortia, Melloreis, Portalis and Monurbis. Most of the laws remain unchanged and
this decree should cause no concern among the citizenry of East Visneoria.
Sixth, and last, that a new law has been
promulgated concerning the hereditary titles, that is the specific ranks of
Emperor, Governor, Comitian, Praefectus, Proconsul and Consul. In recognition
of the wisdom of the Emperor Juvian in his decision to adopt an heir, rather
than using the ancient practice of primogeniture, the present Emperor has
decided that henceforth all hereditary positions will be in the specific gift
of the Emperor. This law has now been enacted throughout the West and will come
into effect in the East when the Emperor returns to his provinces there and can
enact it in person. Until that time the present government structures shall
remain and the acting officials and leaders shall be considered to have the
full support and legal imprimatur of the Emperor.

Ortia, Melloreis, Monurbis, Gorodnikof, and of the lost provinces of the far
east, which we still call Eddorre.
